The World Road Association (PIARC), established in 1909 as a non-profit organization, is the oldest international association concerned with all issues related to roads and road transport. It aims at mobilizing the expertise of its members. Followings are the PIARC’s Four key missions:

  • Be a leading international forum for analysis and discussion of the full spectrum of transport issues related to roads and related transport;
  • Identify, develop, and disseminate best practice and give better access to international information;
  • Consider within its activities the needs of developing countries and countries in transition fully;
  • Design, produce, and promote efficient tools for decision making on matters related to roads and related transport.

PIARC Japanese National Committee

Since 1954, Japan Road Association (JARA) has been officially the Japanese National Committee of PIARC.

Japan's First Delegate to PIARC is the Director-General of the Road Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), while the Chair of the Japanese National Committee of PIARC is the President of JARA.
A Japanese representative participates in the PIARC Executive Committee.


Former JARA president, Dr. Hiroshi Mitani served as the President of PIARC from 1997 to 2000, and had advanced the field of roads and road traffic in Japan. He was elected Honorary President of PIARC in 2004.

A number of civil engineers and experts from Japan participate in the Technical Committees and Task Forces, both positioned at the center of PIARC activities.
